Families don't experience insurance, property taxes, rent, electricity, groceries and everyday expenses as separate issues. They all come out of the same paycheck. If we're going to say Florida is succeeding, that success has to show up in the lives of the people who call Florida home. Frank's affordability agenda is about practical solutions, accountability and measurable results - not creating more government for the sake of creating government.

He also believes extraordinary success comes with a responsibility to help keep Florida affordable for the people who teach our children, care for our families, build our homes and keep this state running.
Frank's Florida 9.9 proposal would apply a 9.9% marginal state income tax only to taxable personal income above $1 million. The first $1 million would not be taxed, and implementation would require the necessary constitutional authorization and approval from Florida voters.
The money would be legally protected and reinvested in priorities including housing, teachers, healthcare workers, skilled trades and preparing Florida's workforce for AI and automation - with independent audits, public reporting and protections against politicians diverting the money elsewhere.
