Humanity Over The Dollar
Community Model
Affordable housing is no longer optional, it is foundational to stability.
As Governor, Frank J. Russo will launch Florida’s first Humanity Over the Dollar housing community, a scalable model for the state, the nation, and the world.
The Humanity Building Foundation
The Humanity Building Foundation will operate as a 501(c)(3) public charitable foundation.
- Donations may be tax-deductible under IRS rules
- Funds used strictly for charitable housing purposes
- Transparent reporting and independent audits
- Community accountability
This ensures trust, integrity, and sustainability.
Each community will:
- Contain approximately 250 safe, clean apartment units
- Serve working families, seniors, mothers with children
- Include affordable and Section 8 housing
- Be professionally managed and community-centered
- Blend mixed-income residents to preserve dignity and stability
Inclusive housing means everyone belongs.
Humanity includes the rich, the poor, and everyone in between
How We Raise Funds
Faith-Led Giving
Florida has over 25,000 churches and congregations.
If just:
5,000 churches give $5,000 annually
= $25,000,000
That builds one full community.
Religion without kindness is just an empty ritual. True faith is in how you treat others.
Under IRS guidelines state that churches can now endorse political candidates and not lose their 501(c)(3) and may lawfully support charitable housing initiatives when conducted properly and within legal boundaries.

Florida has approximately 75–100 billionaires.
If:
25 donors give $1 million
= $25,000,000
That builds one full community.
Business leaders, philanthropists, and public figures are invited to partner in a unified public–private effort.
This is a Habitat-style collaboration at scale.
