Florida is growing. Businesses are coming here. People are moving here. But Frank believes there is a simple question we need to ask: Can the people who already live here afford to stay? Families don’t experience insurance, property taxes, rent, electricity, groceries and everyday expenses as separate issues. They all come out of the same paycheck. If we’re going to say Florida is succeeding, that success has to show up in the lives of the people who call Florida home. Frank’s affordability agenda is about practical solutions, accountability and measurable results – not creating more government for the sake of creating government.

Property Insurance Reform
Florida homeowners should not have to wonder whether the next insurance renewal will make their home unaffordable.
With more than 30 years in the insurance industry, Frank understands this system from the inside. His plan is focused on bringing greater accountability, competition and stability to Florida's insurance market - and making sure homeowners come first.
Property Tax Relief
You shouldn't be taxed out of a home you've worked your entire life to own.
Frank supports responsible property tax relief while protecting schools, public safety and essential services. But he also believes government needs to do its part - eliminate waste, spend smarter and show taxpayers where their money is going.
Housing Accountability & Rent Relief
Florida needs more housing that working people can actually afford.
Frank wants to work with developers and the private sector to build more housing - but when taxpayer dollars or public incentives are involved, taxpayers deserve to know what they're getting in return. His plan ties public support to real, measurable and lasting affordability.
Florida 9.9 - Invest in Florida’s Future
Frank believes in capitalism. He believes in entrepreneurship, building businesses, creating jobs and becoming extraordinarily successful.
He also believes extraordinary success comes with an opportunity to help keep Florida affordable for the people who teach our children, care for our families, build our homes and keep this state running. Ensuring local and state essential services for all Floridians also should not burden Floridian families (like property tax) in such a way that they are unable to build wealth for their children’s future. Frank's Florida 9.9 proposal would apply a 9.9% consumption state tax only to spending above $1 million. The first $1 million in spending would not be taxed, and implementation of this plan would require the approval from Florida voters through their elected representatives.
The revenue from this plan would be protected in public trust, not in government agency hands and reinvested in priorities including housing, teachers, healthcare workers, skilled trades and preparing Florida's workforce for AI and automation - with independent audits, public reporting and protections against politicians diverting the money elsewhere.
The Test Is Simple
Frank believes every affordability proposal should have to answer one question:
Does this make it easier for Floridians to afford to build a life here?
If the answer is no, we need to do better.
